Week in Review – 26 April 2013

Code White / Code Red SOP

We have been making slow and steady progress toward more documentation of policies and procedures for the library this year, and we’ll be working to finalize a number of additional ones over the coming weeks. Some may ask what the difference is between policies and procedures. Succinctly put, a policy states what we will do, while a procedure talks about how we do it. Some may ask if we really need to write these things down since we all know what to do anyway. The reality is there is not a week (or usually a day) that goes by when some matter of policy arises that requires assessment and decisions. Inevitably some of these decisions are difficult, and without clear documented policies we run the risk of making inconsistent decisions. We also can end up at odds with ourselves within the organization. We want to clarify as many of these situations as possible, while recognizing we’ll never get them all. However, there are many that we can tackle.

This week, we have some draft text that makes up an SOP for how we will handle Code White and Code Red situations. As a procedure, this describes what we do when those situations are declared. I welcome your comments and thoughts.

As we work through these documents, they will be collected on SharePoint and should begin to form a more solid core we can turn to guide us through the many interesting situations that come along in the life of librarians at USMA. Thanks for your input to make these better for everyone.

Budget / Furlough Update

We do not have any new official news to share on furlough planning this week. We are expecting new spending targets for the library to be given in the next week which should let us acquire core and critical resources through the remainder of the fiscal year.

Week in Review – 19 April 2013

Annual Review/Planning Cycle Begins

Before we know it we will find summer upon us and the conclusion of the 2012-13 academic year. We will be aiming to produce an annual program review as we did last year that will summarize our work from the 2012-13 year and look forward to what we see on the road ahead for 2013-14. Here is the high level overview of what we’ll be pulling together in the coming weeks:

  • Main Article: This will discuss the impact that the sequester has had on library operations with particular focus on lessons learned and ways we intend to position ourselves in the future to better be able to absorb significant disruptions in resource streams.
  • Objective Review: Last summer we set a number of objectives that we sought to achieve in the current academic year. Our program review will contain a paragraph on each that will summarize how that objective played out. In some cases we have successfully completed our goal. In other cases we have either achieved partial completion, or in some cases our priorities and circumstances changed over the course of the year. Each objective had a primary division sponsor who will be responsible for writing up the summary.
  • 2013-14 Objectives: The next academic year will bring fresh opportunity to advance our mission in support of cadets, faculty, and staff. Our program review will contain the list of targets we want to hit in the coming academic year that will both introduce new areas we want to explore as well as build upon the work from this year. Division heads have been asked to coordinate conversations among their staff to generate some lists of potential objectives both for their own divisions as well as for other divisions or the library as a whole. We will glue those lists together and as a large team winnow through them to a list we see as manageable. I have suggested that we focus on library processes next year … are there ways we can make how we do what we do better, more efficient, more responsive to the user, etc.? I fully expect the fiscal constraints we have seen this year to continue for the foreseeable future so I do not anticipate significant amounts of new funding (or even the funding we have had in the past). That will make our efforts to streamline even more important.
  • Revised Radar: We will also have a revised radar of significant strategic developments that will be impacting our work in the near and coming future.

This document is a team effort and I’ll look forward to input and participation from divisions both as we draft the content and then as we revise and edit. But right now, I hope everyone will be thinking of objectives that we can consider for next year. It will be here before we know it!

Furlough Update

We do not have any new official news to share on furlough planning this week. It has been reported in the last week that the Pentagon continues to assess the budget picture relating to furloughs. A thirty-day notice is still required in the event that a furlough is determined to be necessary.

Library Terrace Interpretative Displays / Self-Guided Library Tour

Pam Hawks, our intern this semester has been working to develop some interpretative materials for the library terrace as part of an expansion of our plans for a facility tour. We shared some draft panels at this week’s all staff meeting. Links to those drafts are below. Here is a brief review of what we’ve accomplished this year regarding the displays and the self-guided library tour.

Given the amount of visitor traffic that we receive, we would like to have a way that building guests could circulate through the building and receive interpretation/information about the facility, our services, and the notable objects on display. Earlier this year, many library staff collaborated to bring together a new online library tour (http://usmalibrary.org/tour), that brings together much of this information as a LibGuide. This content provides a very good overview for visitors, though is challenged by the current lack of quality wireless or cell signals available in the library. We continue to work toward better infrastructure that would make that content more accessible inside the building. To compensate, we have planned to place small placards throughout the library near the notable areas mentioned in the online tour to allow someone to get the majority of information without an internet-connected device. We have also prepared a small brochure that would guide visitors through the building. Both of those pieces of the project are on hold awaiting funding to continue. Once we have funds, we will work to complete them.

Since the terrace is a natural draw for visitors, and so much of West Point’s history can be illustrated from the view there, we feel that there is a great opportunity to create some interpretative displays that tell the West Point story. These are designed to be place-based in that they talk about the physical landscape you can see from the terrace, but also representative of the entire history of the area from the time when Henry Hudson sailed up the river to roughly the present day. Pam has also prepared one panel to be included in the Haig Piano alcove discussing Benedict Arnold (more appropriate on the East side of the building than the North).

Because the terrace is outside, visitors should have reliable data service via smartphones, so we will also have a more extensive online component that delves deeper into the history. Yesterday we shared the drafts of the panels and Pam is continuing to work on the online component. We are engaging colleagues in the Geography and Environmental Engineering department for expertise in the graphical display of geographic information and will be further refining over the next few weeks. Actual production and installation will be contingent upon funding.

Furlough Update

We do not have any new official news to share on furlough planning this week. We will be working to finalize planning with the Dean’s Office so that we will know how the furlough will affect our services. More information will be shared as soon as it is known.
